      The first phase of training i. Civil Service is the back-bone of the State. It needs rules—based and impersonal decision-making, which is the hallmark of a real bureaucracy. In the early 19th century, Napoleon attempted to reform the bureaucracies of France and other territories under his control by the imposition of the standardized Napoleonic Code.

      It is a peep inside the Pakistani bureaucracy. What possible measures can be taken to resolve this issue of politicization of bureaucracy? On the other hand, while there may be rapid economic growth for Pakistan, the hold of the military over the state apparatus is unlikely to weaken unless the country can go back to its roots and address the issue of balancing political power and the role of the state apparatus. Marx posited that while corporate and government bureaucracy seem to operate in opposition, in actuality they mutually rely on one another to exist. Today, our Nation has a lot of emphasis on medicine and engineering as we have witnessed in the last 50 years.

      The proposals include extending training to ex-cadre officers before their entry into the federal government, granting more autonomy to training institutes and linking them with top universities and research organisations. The index not only determines promotion to senior ranks but also foreign assignments and eligibility for foreign courses. Moreover, a focus on actual training systems has mostly been overlooked in the debate on the kind of civil service reforms that should be introduced. He shows why the paths taken in the immediate years following independence were perpetuated by the political processes in both countries. Give some examples.

Now it has become a norm to use bureaucrats for personal interests. However, it has failed to perform its functions to the expectation of the general public because the concerned officials of NAB did succumb to the external or internal pressures.

Bureaucracies form an integral part of the government and they do a lot more than just execution of policies. Steadily, the walls between the public and private interests were breached.

But how do we ensure that recruited civil servants perform at the level required to meet varied developmental objectives and heightened citizen expectations? Unlike government officers, army officers actually desire the position of an instructor. Thus, some steps are in the right direction while others may be questionable.
